ESCONDIDO POLICE CONDUCTS SHOULDER TAP OPERATION

On September 21, the Escondido Police Department conducted a Shoulder Tap Operation. Shoulder Tap Operations are when minors stand outside stores that sell alcohol and ask adults to buy them alcohol. These types of operations are part of a program utilized by ABC and local law enforcement agencies used to detect and deter shoulder tap activity. State law prohibits the furnishing of alcohol to a minor, which is a misdemeanor violation of Business & Professions Code 25658(a). The following results are from Monday’s operation:

  • 5 ABC licensed locations visited
  • 42 Contacts where minors approached adults asking to buy alcohol

The operation was very successful because no adult purchased alcohol for the minor decoys. The clerks at all five ABC licensed establishments asked the minor decoys to leave the property. This operation is part of the Department of Alcohol Beverage Control’s Minor Decoy/Shoulder Tap Grant Project.
